Wow! What is that thing? What do you do with it? Really, I'm curious, what would you do with it? I'm always interested in things I've never heard of or thought of before, because I'm thinking that just maybe, there's something actually really great there. So is Dimitri. He's not saying he disagrees with the idea, he disagrees that is speaks for itself! And I agree with him! We're both really curious: What does it do?
Not my request, but I'll try and answer this. As an example... any detail component that you want to lengthen by clicking and stretching it, rather than typing in a value. eg. a section of custom orb, wall linings, box gutter, metal studs etc. There's many examples of this.

I understand what 'it' is but I'm not sure why it needs to be an annotation family. If it's wall finishes, I'd model it as a line based family. If it's metal studs, I'd create a line based detail component. There are default templates for both types of families included with Revit.
I'm just confused by the terminology used in the request.
Isn't that a Generic Annotation.rft for?
