Can't set-up scroll button on mouse to work correctly - Pans but does not Zoom

My boss just bought a new mouse(useless new toy) and now I can't set up the scroll button on his mouse to work correctly. All it will do is pan, not zoom. It will zoom in and out if you're over the toolbar, but not if you're over the Modelspace window. Does anybody have any ideas what setting would affect this. Thank you in advance!
