It used to be free but around the time when AutoCAD 2007 was released they started to charge a small fee for it.
The latest version is much improved and has many nifty functions and options.

you can try dwg manager by caelink it is free and it seems to do the same thing you describe, it places a row of tabs that not only show the drawings that are open, but there is an additional option to show the current project (if you use projects)
